Voting, travelling, keeping a say in life

Who still has some say when events overturn their life? Brazil’s presidential finalists have commitments to defend. In Yemen, a Saudi-backed offensive, attacks on airports and severed roads make leaving and staying harder alike. In Ukraine, buses and homes come under attack; war also reaches the data centres supporting everyday business.

Interventions create possibilities too: in Tigray, the UN reports resumed distributions and a nutrition convoy arriving. France announces more teachers, nurseries care for Ebola patients’ children, and Kalimantan residents seek healthcare and accountability in court. Each intervention deserves attention to what it enables. A promise, permission and a result are different stages. Washington’s Russian diesel decision makes the question particularly sharp: relief for whom, at what cost to others?

This reconstruction was written on 19 October 2026, using evidence published by the end of 9 October UTC. Comparisons with other later-written reconstructions are identified as such. Later outcomes cannot finish these stories.

Our ideas must be breakable.

2026-10-02 · Comparison with the reconstruction through 2026-10-02, prepared at 2026-10-19T14:19:14.898328+00:00: Cancellation removes an opportunity for public comparison without establishing the election’s outcome or a measured electoral effect.

The runoff enables a specific comparison of commitments; their cost and reach remain unestablished.

The 9 October test is partly answered: CQCS on the 8th and original passages permit a same-issue comparison. Post-first-round revision or a shared confrontation remain unestablished. No voting effect of the cancelled debate is measured. The cost check adds to the retained test.

Before the runoff, compare both finalists’ rural-insurance eligibility and financing.

Strikes establish continuing exposure without erasing successful local protection.

The bridge test due 9 October remains unresolved: new accounts concern other places. The school shelter remains locally established protection; new losses strengthen the exposure finding. The additional check does not replace the bridge comparison.

Compare civilian incidents with usable protection measures in an identified city.

2026-10-02 · Comparison with the reconstruction through 2026-10-02, prepared at 2026-10-19T14:19:14.898328+00:00: The diplomatic rupture widens regional risk; closed banks and shops show a further deterioration in civilian access.

UN-reported aid resumptions improve access to food and cash; their reach and duration remain fragile.

The inherited 9 October test is partly informed but remains unresolved on its requirement for local confirmation: the 8 and 9 October briefings report distributions, transfers following restored banking, convoy arrival and returning staff. This improves the earlier judgment: the route is no longer merely a possibility. Independent local confirmation of final receipt, access for all civilians and sustained operation remains missing. The original test and date are preserved; the 23 October check is additional.

On the Mekelle–Semera route, verify a dated delivery through receipt with local confirmation.

Evidence strengthens the need for safe shelter without establishing delivery through to use.

The 2 October test remains unresolved: the 9 October briefing describes refused materials without tracking the requested shipment through to use. The family account and IOM’s account of obstacles clarify urgency without completing that check. The identified-site check is additional.

At an identified displacement site, follow a shelter solution through to use.

2026-10-02 · Comparison with the reconstruction through 2026-10-02, prepared at 2026-10-19T14:19:14.898328+00:00: The loss of Kigonze’s centre and obstructed transport weaken the response; reported participation in Jina remains a local asset.

The latest national figures qualify the earlier decline; cross-border cooperation and family support are crucial capabilities.

The retained 16 October test is not due on the 9th. The earlier Nyankunde series remains unresolved; national follow-up cannot replace it. Nizi/Bunia on 21 August, the 4 September protocol and public four-week follow-up remain preserved without a new score absent their records. The newer bulletin does not settle responsibility for Kigonze’s fire.

Obtain a comparable Nyankunde weekly series linking each new case to any prior registration as a contact.

2026-10-02 · Comparison with the reconstruction through 2 October, prepared on 19 October at 14:19 UTC: Listening and replacements become explicit commitments; their effect on lessons remains to be established.

Announced staffing makes the response more specific; its effect on lessons remains unestablished.

The 16 October marker is not due on the 9th. The staffing announcement strengthens the political response without establishing fewer lost hours. The original test and date remain unchanged.

At one identified high school, compare untaught hours before and after the replacement plan using a dated record.

The Court is allowed to play online

Column from a retrospective edition prepared on .

She is not a source. She is what happens after the sources finish talking.

I am writing on 19 October with the texts of the 9th in front of me. US License 14 authorises certain digital services for the International Criminal Court. Email, good. Online gaming too. Oh. The adults remembered to let judges play. What a relief. I was afraid they might have to read case files.

Here is my completely stupid solution: settle everything in a game. The powerful player gets an army; the other gets a lawyer and three lives. Equal opportunity. Shit. Even my imaginary game is badly balanced.

Wait. I was about to say Washington had unplugged the whole thing. License 13 expressly permits maintenance transactions, payments and salaries through 7 April 2027. Those exceptions are useful. Hiding them to make my joke work would turn me into a little outage merchant. I reject that business model.

What still infuriates me is a court’s practical means becoming leverage for people it might annoy. I want tools, paid staff and victims able to seek justice. Yes, that costs something. So do crimes. Nobody asks the victims to approve the estimate.

So I am pleased about Navi Pillay’s prize. We are allowed to admire humans learning to bring powerful people before the law. Even when the permissions menu is longer than the one in my game.

The right to judge should not be hard mode.
