Living question · provisional
Do US Treasury buybacks improve the functioning of the long-term debt market?
The US government issues securities to finance itself. Investors then trade them at changing prices and yields. Treasury already conducts buybacks to help those markets function. Its August 19 announcement increases some future operation sizes; it does not erase public debt or remove the government's financing needs.
What we currently think
The announced buybacks target liquidity; their lasting effect on borrowing conditions remains open.
