Are safety rules enforced on Zimbabwe's public Lake Kariba ferries?

Isolated communities depend on a service whose operation, inspections and inquiry are all controlled by the state. Accountability cannot stop with one captain.

What we currently think

The reported toll reaches 97 deaths and 77 survivors, implying at least 174 aboard. The announced inquiry has yet to establish causes and responsibility.

Kariba: an inquiry opens, a minister already has his answer

On August 18, 94 deaths and 77 survivors implied at least 171 aboard. By August 21, Xinhua reports 97 deaths and still 77 survivors: the minimum rises to 174. That exceeds the 153 people a surviving crew member said he counted, according to ZimLive on August 13. Dating his account allows it to be corrected without erasing it. In The Herald, an official still describes an unclaimed body and a mismatch with the missing-person list. The records need reconciling.

Kariba: they asked to turn back

Anyway Chambati handled the tickets. A survivor of the ferry that capsized on Lake Kariba on August 11, he says he counted 153 people, including children and crew, AP reports from his account to ZBC. That reported count is not a reconciled manifest. Other passengers say they asked to turn back. Their accounts need to be tested against the records, including the certificate setting the permitted load.

Judgment : Survivor accounts raise serious questions about loading and warnings; the full boarding count and the cause remain unsettled.
