Is civilian protection improving as strikes also reach cities far from the frontline?

Protection must make living, working and travelling possible far from the ground frontline.

What we currently think

Repeated attacks and civilian losses show protection under pressure, without independently measuring interception effectiveness.

Ukraine: far from the front is not out of danger

At least 437 civilians killed and 2,610 injured in July: that is the tally the UN mission in Ukraine published on August 12. It had not verified so many civilian deaths in one month since May 2022. These are people documented through verification, not an exhaustive total of every victim.

Judgment : July’s verified toll shows deteriorating protection; distance from the frontline is not enough to measure exposure.
